A. The basic story is the same in all of them and they are all set in the same timeline. The new ones even reference the old games. The basic idea is that there was a huge nuclear war between the United States, China, Russia, and other world powers. This led to most of the world becoming a nuclear wasteland. For example everything looks beat up and there are weird mutated monsters everywhere. Despite being set in the future the game has a 1950s United States theme. Despite things looking and sounding like the 50s there are still futuristic elements like robots and laser weapons etc. Overall the Fallout universe is very interesting.
Also keep in mind that Fallout 1, 2, and tactics are very different from 3 and New Vegas. I'm going to assume that you're fairly young. I'd go with the two new ones if I were you. They both play very much like Oblivion does.

A. It's and RPG but oblivion is one of the best old games and is a really good price now.
